Okay so for the past 3 days my boyfriend has been congested, sneezing and coughing up phlegm. He weedeated a yard a a few days ago and he thinks that's what caused it. Also, last night it was hard for him to fall asleep because his chest hurt so much because he said it felt like he’d fluid in his lungs. So is it just his allergies or something worse?

It is most likely allergies or hay fever- which is just a name for a specific kind of allergy. The next time your boyfriend works on the yard like that, he should wear a painter's mask or something similar so he won't breathe in the dust and pollen.
I’m concerned that these symptoms have lasted so long. If he doesn't feel superior in the morning, take him to the physician.

could be a sinus infection, and it could have led to a slight case of pneumonia, but I'm talking drastically.
It's most likely allergies.
