and get money from people like selling cookies or something like that, where do i give the money or send it to?? the government??

Why not ask around locally? There are lots of organizations working hard to help others, and they would welcome any contributions you can give.

Also, people like to know that their money is going to go to a recognised charity, so will often give more if they know it is for something specific.

And if you help people locally - these small organizations often have problems raising money when competing against the major charities.
