anyone know what could be the problem?

You need a different material.
I used to wear cotton bras, and my boobs would itch like crazy because if it was a particularly hot day, the fabric would get wet.
Now I purchase bras made out of a silky type of material (it isn't silk, but it's soft like it), from victoria's secret…I don't itch, rash or anything anymore.

Don't wear any for a few days and see how you feel.
Many women are finding out they are allergic to the synthetic materials or latex and polyesters.
You might have to get some cotton soft siders.
Another finding is that the manufactures are treating a lot of their products with formaldehyde.
We need to go back to more natural materials.

Your skin is probably reacting to the bra material. Some of my bras do that, too. Victoria's Secret bras, like their biofit one, works wonders though.
